The ADA is very clear in a situation such as this. The real question is whether the dog is a certified service animal. If the dog is certified then the law clearly states that he is allowed no matter what the association says. If he is not certified then they are within their rights to deny pets. It's a fact that animals make a lot of difference in peoples life, specialy when a person has problems. Help dogs are priceless wonders in companionship. I could not live without, and wouldt go with my pooch on the street. I had a hard time, cut my wrist and was bleeding.
