They are seemingly playing fetch and chase all together in one game. It appears that Oats runs to grab a ball, and his brother chases him.
Once Oats grabs the ball and holds it in his mouth, Butters runs towards him to take it from him. For a moment, it seems like the Golden Retriever becomes nervous about losing the game. Despite their size and height differences, the Chihuahua does not give up. However, the latter lets it go in the end, leaving Oats behind as they run together.
Furthermore, in the video, the owner highlights their dogs’ friendship through the background score as well. It’s the song “You’ve Got a Friend in Me” by Randy Newman from “Toy Story.”
