In a viral Instagram video, the Chihuahua is seen riding in a stroller while his owner pushes him through what appears to be a busy public area. But he’s not just sitting pretty. Fabio is actively waving at everyone he passes, lifting both his front paws and swiping the air in a motion that looks exactly like a human wave.
