Lightly grease a cookie sheet. Combine flour, powdered milk, and sugar. Gradually add margarine until mixture resembles corn meal. Mix in egg and enough water so that mixture forms a ball. Pat dough into a half-inch thick sheet and cut into cigar (or finger) shapes. Place on cookie sheet and bake 25 to 30 minutes. Remove from tray and cool on rack.
