I do not pretend to know the solution to this problem.I do know that if a pet owner in California "cannot afford" the surgery they probably really couldn't afford the pet because there have to be tons of reduced cost spay neuter clinics available there.I think sometimes people are just too stubborn or lazy to have it done and frankly no one like this needs a pet.All I have to say is PLEASE spay and neuter your own pet.DO NOT think it is someone else's responsibility(ie my dog/cat is a male) there are still wonderful reasons to neuter a male A. it is cheaper B.It makes them less aggressive;less fights and for cats less territory marking and less of a horrible smell even if they do mark! C.Best of all you do not let them create potentially thousands more lives that are then snuffed out way too soon by euthanasia or living on the streets. Do not be a backyard breeder frankly, there needs to be a smaller number of breeders period and everyone needs to stop preferring and buying pedigreed pets as well. Please do the right thing and it IS the right thing Adopt, Spay or neuter PLEASE.
