my small chihuahua(2lbs. 8 oz.) is two years old. he holds his head sideways and goes in counter clockwise circles almost the whole time he isn’t sleeping. is this normal?

No. This is NOT normal. Teacup dogs are genetically prone to many health issues, including hydrocephalus.
He could have a vestibular disorder/inner ear issue or some other neurological disorder. You really need to see a vet.

This is not normal behavior for any breed of dog. You need to see your vet ASAP

no this is not normal . please get him to the vet. he is sick if you cant
pay for it let us know here post it tell us the vet. you are taking him to i know i will help pay for it.
your little dog is in pain that is why he cant sleep.
please dont let him be in pain any longer; he need your help please take him to the vet.
