I am sorry to hear your loss of your friend. Finding a free puppy may be difficult, but there are several local pet rescue and adoption organizations in your area and generally the fees are relatively low and include basic vaccinations and spay/neuter. The fees help offset the cost of tending to all the animals in their care.
